这里，是韩信故里、总理故乡。人文荟萃，名家辈出，至今已有2200多年历史；这里就是国家历史文化名城淮安，位于江苏省内中北部，江淮平原东部。中国南北地理分界线穿境而过，这里四季分明，物产丰饶。大运河、里运河、古黄河、盐河“四水穿城”, “日出斗金”的洪泽湖为我国第四大淡水湖。淮安，总面积10072平方公里，下辖清河、清浦、淮阴、淮安四区及涟水、洪泽、盱眙、金湖四县。改革开放以来，淮安历经“地市合并”、“淮宿分设”、“三淮合一”等重大变革。
